NCIS is specifically charged with investigating special victim crimes such as adult sexual assault, child sexual abuse and exploitation, child physical abuse, and felony domestic and intimate partner violence. In conducting these investigations, NCIS works with a multi-disciplinary community of professionals, who help Navy and Marine Corps service members and family members in need.

The NCIS Family and Sexual Violence (F&SV) Program originated in 1996.  Since its inception, the program has evolved from a single Domestic Violence Unit to a worldwide presence in each NCIS Field Office. The primary goal of the NCIS F&SV program is to prevent and reduce sexual and family violence within the Department of the Navy thereby supporting optimal operational readiness. To that end, dedicated NCIS personnel initiate investigations and proactive operations in cases of: 

• Adult Sexual Assault
• Child Physical Abuse
• Child Sexual Abuse
• Child Exploitation / Child Sexual Abuse Material
• Intimate Partner / Domestic Violence
• Stalking
• Other Sexual Misconduct

The NCIS F&SV program also administers the Catch a Serial Offender Program (CATCH) on behalf of the Department of Defense and provides task force and liaison officers to the National Center for Missing and Exploited Children (NCMEC), the FBI’s Internet Crimes Against Children (ICAC) Task Force, and the US Marshals Service National Sex Offender Targeting Center (NSOTC).

Established in 1995, the NCIS Cold Case Homicide Unit (CCHU) was the first dedicated Federal-level cold case homicide unit. The unit's investigation methodology and protocol was developed after extensive research and analysis, and has been recognized by the International Association of Chiefs of Police for quality and excellence. The NCIS CCHU has three major areas of concentration:

• Focus on unresolved murder cases involving the Department of the Navy: 61 cases resolved since 1995.
• Assist other law enforcement agencies with their investigations of unresolved homicides.
• Train federal, state, local, and foreign law enforcement agencies in NCIS cold case methodology; representatives from more than 60 agencies worldwide have been trained to date.

Cold case resolution depends on a combination of factors, to include advances in technology and the tenacity of investigators. Additionally, a close working relationship with other investigative agencies, federal and state prosecutors, forensic scientists, and the victim's family members are critical factors in a cold case unit's success.
 

According to the Association of Certified Fraud Examiners, five percent of the yearly budget of the Department of the Navy is lost each year to procurement fraud—this figure equates to approximately $7.75 billion lost in FY17 alone.

DON relies on its contractors, shipyards, and repair maintenance depots located around the world to execute its mission. Whether for aircraft or ship construction and repair, component part and assembly manufacturing, or professional services, contracts must be awarded and performed year-round to support DON warfighting efforts. Upholding the integrity of this acquisition process remains critical.

Consistent with the NCIS mission to protect the Navy and Marine Corps, the NCIS Economic Crimes Department works to safeguard Department of Navy acquisition programs that enhance fleet readiness and respond to allegations of corruption, financial fraud, and illegal product substitution.
