NCIS Economic Crimes Field Office

Overview

The Economic Crimes Field Office was established in 2021 to safeguard the acquisition programs of the Department of the Navy (DON) and enhance fleet readiness and superiority by conducting investigations and proactive operations to protect the DON’s capital investment in technology by identifying and reducing product substitution, combating corruption, and disrupting foreign exploitation of acquisition impacting National Security.

The ECFO main office is located in the Crystal City neighborhood of Arlington, Virginia. Locating the main office in the D.C. area is strategic. As a critical hub for protecting the financial integrity of the DON, its close proximity to the Pentagon and Capitol Hill, key federal agencies, defense contractors, and oversight bodies allows for near seamless coordination and alignment with senior leadership.

Partnership & Coordination

Allegations of procurement fraud and corruption the ECFO receives typically trigger concurrent criminal, civil, contractual, and/or administrative investigations. It’s common for ECFO to collaborate with the other Defense Criminal Investigative Organizations (Air Force Office of Special Investigations, Army Criminal Investigation Division, and Defense Criminal Investigative Service), the Federal Bureau of Investigation, U.S. Immigration and Customs Enforcement, or the law enforcement arms of various U.S. Government offices of inspector general (ex: NASA-OIG, NSA-OIG, GSA-OIG, HHS-OIG, SBA-OIG), to investigate allegations because economic crimes involving Department of Navy contracts regularly pertain to other military service branches or agencies. ECFO typically works exclusively with the Department of Justice (Main Justice) and U.S. Attorney’s Offices nationwide to prosecute its cases.
 

Living & Working There

The ECFO is staffed by a mix of Special Agents, Investigators, Intelligence Analysts, and support personnel. Special Agents lead investigations into procurement fraud, corruption, and foreign exploitation of Navy acquisition programs. Analysts provide financial and strategic intelligence, while support staff handle logistics, case management, and administrative functions.

The global footprint of the ECFO provides personnel with options for placement at a variety of geographic posts. This means ECFO personnel can be assigned virtually anywhere. Each location brings its own operational tempo, living situations, and challenges.
