The NCIS mission is to investigate and defeat criminal, foreign, and terrorist intelligence threats to the United States Navy and Marine Corps, wherever they operate: ashore, afloat, or in cyberspace.

MISSION STATEMENT 

Executive Order (EO) 13526 "Classified National Security Information" of 29 December 2009 and EO 12968 "Access to Classified Information" of 4 August 1995 requires heads of agencies to designate a senior security official to implement and oversee the management of information and personnel security programs within their agency. In addition to his criminal and counterintelligence role, the Director, Naval Criminal Investigative Service, was designated to carry out these Department of the Navy information and personnel security program management responsibilities, reporting directly to the Chief of Naval Operations in this capacity as CNO (N09N), Special Assistant for Naval Investigative Matters and Security. CNO (N09N2), Assistant for Information and Personnel Security, provides primary staff support for this function.  CNO (N09N2) develops and administers the information and personnel security program to include promulgation of DoD information security, personnel security, industrial security, and technical security policy within the Department of the Navy.
