John H. Beattie was selected in March 2011 as a Defense Intelligence Senior Leader (DISL) Executive in the position of the NCIS Senior Intelligence Officer (SIO) and the NCIS Senior Representative to the Office of Naval Intelligence.
Mr. Beattie is a native of Syracuse, NY. He graduated from the U.S. Naval Academy in 1981 with a Bachelor’s of Science degree in Political Science and served for nine years as a line officer in the U.S. Navy. Mr. Beattie earned a Master of Administration degree with a concentration in International Administration from the University of Central Michigan in 1995, and a Master of Science degree in National Security and Strategic Studies in1997 from the U.S. Naval War College in Newport, Rhode Island.
Mr. Beattie joined the Naval Criminal Investigative Service (NCIS) in January 1990. He has served in a variety of locations and assignments as a civilian intelligence analyst. His initial assignment was as a field analyst at the [then] NIS Southeast Asia Regional Office, Subic Bay, Philippines. In 1992, he transferred to NCIS Headquarters (HQ) and became a senior intelligence analyst within the Pacific Division, Counterintelligence (CI) Directorate. In 1993, he was selected to be the team leader of a Department of Defense (DoD), Command, Control, Communication and Intelligence (C3I), Business Process Re-Engineering Working Group tasked with developing joint Analysis and Production (A&P) best business practices and recommending courses of action to maximize efficiencies between DoD Service A&P Centers. In 1995, he served as the sole analyst involved in a joint NCIS/FBI national security related CI investigation, resulting in the arrest and conviction of a DON civilian employee. As a result of his analytical efforts, Mr. Beattie was awarded the DoD CI Award for Investigations and a Civilian Meritorious Service Medal.
In 1997, Mr. Beattie attended the U.S. Naval War College in Newport, Rhode Island. Upon graduation he was assigned to the Plans and Policies Division within the NCISHQ Counterintelligence Directorate where he was directly involved in developing and coordinating various NCIS CI policy and program related initiatives. During this same timeframe, due to his experience and expertise as a CI analyst, he was called upon on several occasions to participate in national-level joint NCIS/FBI CI investigation efforts. In June 2000, Mr. Beattie transferred to the NCIS Middle East Field Office, Bahrain where he provided direct CI, Counterterrorism (CT) and Force Protection (FP) support to the Commander U.S. Naval Forces Central Command (COMUSNAVCENT), the NCIS Middle East Field Office and other U.S. and DoD equities in the Middle East. In October 2004, Mr. Beattie transferred back to NCISHQ and was selected as the NCIS Senior Intelligence Officer (SIO), Program Manager for all NCIS civilian government Intelligence Specialists and the NCIS Deputy Assistant Director (DAD) in charge of the NCIS Multiple Threat Alert Center (MTAC). As the DAD for the NCIS MTAC, Mr. Beattie was responsible for the oversight and management of the MTAC threat warning mission and the personnel tasked with providing strategic threat warning and analysis of asymmetrical threats to Department of the Navy interests worldwide.
