DISL Seal  Edward P. So
  Principal Computer Scientist

Edward So was promoted to Defense Intelligence Senior Level (DISL) in August 2014, and currently serves as the Principal Computer Scientist for the Naval Criminal Investigative Service (NCIS). In this capacity, he is the senior technical advisor and principal architect for identifying and leading the development of solutions to address cyber-related law enforcement, counterintelligence, combatting terrorism challenges within NCIS, the Intelligence Community and the Department of the Navy.

Mr. So began his career at NCIS in April 1999, as the agency’s first computer scientist, and designed the operational network infrastructure for the Computer Investigations and Operations Department. From 2002 to 2005, he managed several software development projects supporting proactive insider threat and research and technology protection initiatives. From 2006 to 2014, he served as the Division Chief for the Cyber Technical Division and led the development of several Improvised Explosive Device forensic capabilities, directed the recruitment of the entire NCIS computer scientist team, and initiated the NCIS cell phone forensics program. In this position, he was responsible for the centralized procurement and standardization of computer forensic hardware and software thereby saving the agency millions of dollars.

Prior to joining NCIS, Mr. So served in several positions at the Export-Import Bank of the United States.
From 1996 to 1999, he was responsible for managing the Networks Branch, where he designed the award-winning Ex-Im Bank website. In addition to his duties as computer security officer and managing the data and
voice networks, Mr. So served as technical liaison for Ex-Im Bank’s five regional offices, senior management,
and political appointees. From 1992 to 1996, Mr. So was the Manager of Office Automation and Computer
Applications, where he supervised the programming team supporting the bank’s financial systems and the client-server information portal providing Ex-Im Bank credit information to Congress, commercial banks and Ex-Im loan officers.

Mr. So received a Bachelor of Science degree in Aeronautical Engineering with a minor in French from
Rensselaer Polytechnic Institute, a Master of Business Administration in the Management of Science, Technology and Innovation with a minor in Organizational Behavior and Development from The George Washington University, and a Post-MBA Certificate in International Financial Management from The George Washington University. He is a member of the Institute of Electrical and Electronics Engineers, the Asian-American Law Enforcement Association, and the Asian American Government Executives Network.
