Naval Criminal Investigative Service
Ricardo Karakadze was selected to the Defense Intelligence Senior Level (DISL) in May 2014 and currently serves as the Executive Assistant Director for Strategic Planning, Policy, Communication and Global Engagement. In this capacity, he serves as the technical expert and senior consultant for NCIS on strategic planning, resource allocation, organizational performance, evaluation, policy and congressional affairs. In consultation with the NCIS Director, EAD Karakadze manages the development of NCIS strategic goals, strategic planning documents, and policy in alignment with National, Department of Defense (DoD), Department of the Navy (DON) strategies, plans and operational concepts. Responsibilities include defining, establishing and implementing policies and procedures for managing the strategic planning process and establishing organizational performance measures for the special agents, civilian professionals and military members operating from NCIS headquarters and field offices in more than 160 geographical locations. Mr. Karakadze has been a civilian employee with the Department of the Navy (DON) since 2005.
Prior to current position, EAD Karakadze served as the Naval Criminal Investigative Service Senior Intelligence Officer. In this position he was responsible for leading a global enterprise acquiring, analyzing and disseminating criminal, counterintelligence and terrorism threat information to safeguard Navy and Marine Corps personnel and assets, and drive NCIS investigative and operational efforts. Additionally, he managed agency international engagement and outreach to domestic and foreign law enforcement and security partners.
From August 2009 to August 2014, Mr. Karakadze was assigned to the NCIS Southeast Field Office in Jacksonville, Florida as the Senior Intelligence Officer. Mr. Karakadze was responsible for managing and directing NCIS intelligence efforts within the Southeast United States, Central and South America and the Caribbean.
Previously, from February 2006 to April 2009, Mr. Karakadze served as the National Maritime Intelligence Center/Office of Naval Intelligence Liaison Officer to NORAD-U.S. Northern Command. In this position, he was responsible for global maritime intelligence issues related to U.S. homeland defense.
From February 2005 to January 2006, Mr. Karakadze served as the Division Head of the Counter-Proliferation, Homeland Defense and Cargo Tracking Division (CTD/ONI 114) at the Office of Naval Intelligence. In this capacity, Mr. Karakadze supervised 35 analysts and regularly coordinated and engaged with the broader Intelligence Community and senior governmental officials.
From 1982 to February 2005, Mr. Karakadze served in the United States Navy as a Naval Aviator. His operational assignments include Helicopter Anti-Submarine Squadron ONE and FIVE, and 820 Naval Air Squadron where he participated in numerous named operations. Shore and staff positions include assignments to Chief of Naval Operations (OPNAV/N52), where he served as a Political-Military Affairs Officer; to Commander, U.S. 6th Fleet, where he served as the Assistant Air Operations Officer, and to the Defense Attaché Office in Valletta, Malta. Mr. Karakadze also served in foreign exchange programs with Argentina and the United Kingdom.
Mr. Karakadze, a native of Miami, Florida, received a bachelor’s degree, cum laude, from the University of Memphis and a master’s degree from the University of Virginia. He is the recipient of numerous awards, including the Department of the Navy Superior Civilian Service Medal and the Department of State Meritorious Service Medal.
