Dr. Linda Wilbanks came to NCIS in the dual position of Executive Assistant Director for Information Technology/ Command Information Officer in February 2010, with over 35 years experience in information technology. She started her career as an educator, teaching mathematics in high school, and ended 20 years later teaching computer science at the graduate level at Towson University, MD, and University of Maryland - Baltimore.

After teaching, Dr. Wilbanks accepted a position with Unisys Corporation at NASA, Goddard Space Flight Center (GSFC), working in a research division to improve the quality of the software flown in satellites. She later served as manager of the department, responsible for all contracted research. After five years, she moved into the Federal Government to manage the research for GSFC. During this time, Dr. Wilbanks published over 100 articles in many referred journals; presented tutorials for measuring software quality; and was invited to speak at international conferences.  She also participated in the development of NASA’s risk management program, where she developed the course material and trained the instructors. After three years, she moved to the Chief Scientist for Software Assurance position, in recognition of her international expertise in quality assurance metrics. She also served as NASA’s software expert to evaluate the shuttle launch system at Kennedy Space Center.  Dr. Wilbanks was later offered the position of Chief Information Officer at GSFC, where she managed all aspects of IT.

In October, 2004, Dr. Wilbanks accepted the Chief Information Officer position at the National Nuclear Security Administration (NNSA) within the Department of Energy. In this position, she was responsible for the IT and cyber security for the nuclear weapons program across the country. As the NNSA CIO, Dr. Wilbanks had the opportunity to interact with Congressional members on budget development and to testify before Congressional committees on issues and problems.

Dr. Wilbanks was recently awarded the Distinguished Alumni of the Year Award from Towson University, where she received a Bachelor of Arts in Mathematics and Secondary Education. She also received the Distinguished Alumni Award from Loyola College, MD, where she received her Masters in Engineering Science and was an educator for seven years. Dr. Wilbanks holds a Ph.D. from the University of Maryland, Baltimore, where she concentrated her research in Software Engineering.

Dr. Wilbanks continues to serve on Educational Committees at Towson University and the University of Maryland, Baltimore. She also serves as an Associate Editor and occasional author for the IEEE IT Professional Journal, and continues to serve as a guest speaker at conferences.
